ATTORNEYS
Attorneys must
have completed a two-day intensive Collaborative Law training
program and such additional training as the Association requires.
Attorneys
must be members in good standing of the New York State Bar
and they must commit themselves to faithfully observing all
of the elements of the Principles of Collaborative Law and
the Collaborative Law Participation Agreement.
Peter
H. Baker, Esq. was
admitted to practice in California in 1978 and in New
York in 1979. He was admitted to practice before the
Northern District of NY US District Court in 1979 and
the Western District in 1980. Mr. Baker graduated from
Pepperdine University School of Law in 1978 and received
his BA from Hiram College, Hiram, Ohio in 1975. He served
as Town Magistrate for the Town of Barrington in Yates
County from 1980 to 1982 and as First Assistant Public
Defender for Steuben County from 1989 to 2000, also
acting as Special Prosecutor appointed by the Steuben
County District Attorney's Office. He presently serves
as Court Examiner for Steuben County having been appointed
by the Supreme Court Appellate Division, Fourth Department.
He is Trustee Emeritus of the Board of Trustees for
the Glenn H. Curtiss Museum after having served as a
Board member for twenty years. He has served as a Law
Guardian for children and Guardian ad Litem for children
and incompetent individuals for over twenty eight years
as well as an arbitrator for the 4th Department in both
Attorney Fee Arbitration and the General Arbitration
programs. Mr. Baker is a participant in the National
Educator's Lawyer Referral Service and Teamster's Legal
Program. He is a member of the Steuben and Monroe County
Bar Associations. Mr. Baker has a general practice of
law with emphasis on domestic, decedent's estates and
estate planning, real estate, mediation and bankruptcy
matters.

Allan
G. Charlap, Esq. was
admitted to the New York Bar in 1981. Mr. Charlap has
specialized in the area of Domestic Relations for over
20 years. He is a Fellow of the American Academy of
Matrimonial Lawyers. Mr. Charlap is a member of the
Finger Lakes Collaborative Law Association. Mr. Charlap
is a member of the New York Bar Association and the
Family Law Section as well as the Chemung and Steuben
County Bar Assocations. He is admitted to practice before
the US Bankruptcy Court and the US Federal Court Western
District of NY. He graduated from Franklin Pierce School
of Law in 1981. He received a B.A. and M.A. from Binghamton
University of New York in 1969 and 1971, respectively.
Mr. Charlap was the First Executive Director of the
Chemung County Drug Abuse Counsel; has served with the
New York State Office of Drug Abuse Prevention; and
was the Executive Director of In-Patient Rehabilitation
for Drug and Alcohol Addiction and Abuse (now know an
Endless Mountains Rehabilitation Center). He served
on the Board of Directors of the Twin Tier (Elmira)
Amateur Hocky Association; was General Manager and a
founder of the Elmira Junior B Hockey Team and currently
is the Vice-Commissioner of the Empire B Hockey League.
He was a member of the Elmira Civic Center Task Force
Committee.

Kevin
Flynn, Esq.
was
admitted to practice in New York in 1994. He is also
admitted to practice before the U.S. District Court
for the Western District of New York. Mr. Flynn graduated
from Syracuse University School of Law in 1993 and earned
his BA in economics from St Bonaventure in 1990. Mr.

Wendy
Lee Gould, Esq.
was admitted to the New York bar in 1975.
She was also admitted to practice before the Western
District of NY US District Court in 1975 and to the
U.S. Supreme Court in 1980. She graduated from Loyola
University of Chicago School of Law in 1974 where she
was on the Law Journal. Her BA is from Alma College,
Alma, MI in 1972. Ms. Gould opened her own law office
in Bath in 1980. Before that she was the attorney for
the Steuben County Department of Social Services and
was associated with a local attorney. In addition to
her private practice, she serves as a Law Guardian for
children and received the Michael F. Dillon Law Guardian
Award for the 7th Judicial District in 2000 for outstanding
advocacy on behalf of children. Ms. Gould served as
an arbitrator for the 3rd and 4th Department Attorney
Fee Arbitration Program from 1993 to 2001. She is a
Pro Bono Consultant to the Southern Tier Volunteer Lawyers
Project from 1997 to present. She is Past President
of the Steuben County Bar Association; a Founding Member
of the Steuben County Women's Bar Association; current
President of the Bath Bar Association; and a Member
of the NY State Bar Association and the Family Law Section.
Ms. Gould limits her practice to Family and Matrimonial
Law and real estate.

Carl J. Schwartz, Jr., Esq. was
admitted to practice in New York in 1993. Mr. Schwartz
graduated from Regent University School of Law in Virginia
Beach, Va. in 1992 and received his BA in Public Administration
from LeTourneau University Longview, Tx. He currently
is an Adjunct Professor of Business Law and Finance
